The Department of Veterans Affairs is excited to host the National Veteran Small Business Conference and Expo!

As the largest nationwide conference of its kind, this event focuses on helping Veteran-owned businesses maximize opportunities in the federal marketplace.

Join nearly 6,000 participants in Detroit for the opportunity to:

  • Connect with procurement decision makers from other businesses and federal agencies
  • Expand knowledge through over 200 training and business requirement sessions

Wow. Balancing all the powerful wind gusts since our last issue has knocked me into a cold, muddy ravine.  The SDVOSB community feels the tremors. The past six weeks have been especially treacherous for SDVOSB trying to navigate the political and social influences that will affect our livelihoods. If you ain’t got a front row seat and you don’t know what is going on, get clued because this is a critically important stretch of time for us.  Run them down… Aldevra, Aldevra redux, Aldevra Trifecta, KingdomWare, the CA SDVOSB Network and the Court of Federal Claims, the FedBid VA cancellation, the FedBid VA Reinstatement, HR 4048, the VA Interim Final Rule (the most devious of all).  Now is the time we need someone with balls who will stand in the face of the VA traitors and fight for veterans.  The Interim Rule denies PL 109-461 (“Veterans Firstâ€).  The VA boasts that the agency has met its SDVOSB contracting goals and can therefore ignore Veterans First.  As a result of their magnanimous adherence to these goals, the VA is no longer bound by the law?  This is bullshit.  Drinking from a fire hydrant – it’s baffling and painful. Welcome Home Vietnam Veterans Day March 30th, 2012 | Veteran Business Owners PSA

Attention Veteran Owned Business Members and Visitors:

This coming March 30th the nation will  observe “Welcome Home Vietnam Veterans Day”.  March 30th marks the historic withdrawal of United States troops from Vietnam on March 30, 1973.  Please join Veteran Owned Business, our members, families and friends as we pay tribute to the valiant service of Vietnam War and Vietnam-Era Veterans.

All around our great nation there will be celebrations and opportunities to thank the veterans of the Vietnam War and also provide them with the welcoming that many did not receive at the completion of their noble service to our country. It is important and fitting that our nation recognizes the brave service men and women who made profound sacrifices in the Vietnam War including the more than 58,000 Americans who lost their lives and the more than 300,000 who were wounded during the Vietnam War.

While we’d love to list all the activities taking place on “Welcome Home Vietnam Veterans Day”, we unfortunately do not have the time it would take to list everything out.  Please take a moment and contact your local VFW, American Legion, DAV, Veterans Services Offices and/or other military organization for a list of events in your area.  You can also search Google and other search engines for events in your area.

Sen. Burr Introduces Welcome Home Vietnam Veterans Day Resolution; Legislation honors service members who fought in Vietnam

Senator Richard Burr (R-N.C.), Ranking Member of the Senate Committee on Veterans’ Affairs, introduced a resolution to honor veterans who served in Vietnam by  designating March 30th as “Welcome Home Vietnam Veterans Day.” March 30th marks the anniversary of the day that combat and combat support units withdrew completely from South Vietnam.

“Our soldiers served honorably and bravely in Vietnam.  Unfortunately, they arrived home to a country in political turmoil, and never received the recognition they deserve,” Senator Burr said. “By setting March 30th aside as a day to focus on our Vietnam veterans, we can show our unified gratitude for their service and the sacrifices that these veterans made on our behalf.”

Senator Burr today also encouraged communities throughout the country to take measures to commemorate this day by honoring Vietnam veterans in their area. This is the second consecutive year that Senator Burr has introduced a resolution for the establishment of “Welcome Home Vietnam Veterans Day.” Senators John Boozman (R-AR), Thad Cochran (R-MS), James Inhofe (R-OK), and Johnny Isakson (R-GA) co-sponsored the legislation.

The United States became involved in Vietnam because policy-makers believed that if South Vietnam fell to a communist government, communism would spread throughout the rest of Southeast Asia.  The US Armed Forces began serving in an advisory role to the South Vietnamese in 1961, and in 1965, ground combat troops were sent into Vietnam.  After many years of combat, all US troops were withdrawn from Vietnam on March 30, 1973, under the terms of the Treaty of Paris. More than 58,000 members of the United States Armed Forces lost their lives and more than 300,000 were wounded in Vietnam.

(SDVOSB News Services, March 15, 2012, San Francisco) – The SDVOSB Network, Inc., filed suit in federal district court here today petitioning the court to declare that the Veterans Administration (VA) is violating the “Veterans First†(PL 109-461) program by acquiring goods and services through Federal Supply Schedule (FSS) without first determining if there are two or more SDVOSBs or VOSBs that can do the work at a fair and reasonable price. USDA to Tap Veterans & Transitioning Service Members for Careers in Agriculture
USDA and the American Legion sign Memorandum of Understanding

WASHINGTON, Feb. 28, 2012 – Agriculture Secretary Tom Vilsack and The American Legion National Commander Fang Wong today signed a Memorandum of Understanding which will help our Nation’s veterans and transitioning military service members find positions that promote agriculture, animal and plant health, food safety, nutrition, conservation and rural communities. With this partnership, USDA and the American Legion will leverage existing resources to expand opportunities for veterans while promoting USDA programs and services in communities throughout the country. ”

At President Obama’s direction, USDA and the rest of the federal government are working to make sure our veterans in rural areas receive the medical care, training and employment support they deserve,” said Vilsack. “And that’s why this partnership with the American Legion is so critical. America’s veterans are leaders across rural America and we want to help them pursue their dreams by prioritizing innovative new approaches, attracting capital and forming partnerships like this to continue economic development in rural communities.”

Today, about 6.1 million veterans live in rural communities – a higher concentration than anywhere else in the country. Over 5,300 American Legion posts are located in counties with populations under 40,000 and one-third of the Legion’s membership call rural America home.

The American Legion has long been committed to helping transitioning military and America’s veterans find jobs and through its vast networks, USDA will actively recruit veterans and transitioning military servicemen for employment while promoting greater awareness of USDA programs.

Specifically, USDA and the American Legion have agreed to promote USDA vacancy announcements; share information about activities in newsletters; provide information about USDA programs and vacancies through established networks as well as the on the Web; and promote veteran owned business participation in USDA contracts.

USDA also will provide information about the opportunities and support it offers, so that service members who want to start their own rural business, farm or ranch are aware of USDA programs, grants, loans or small business contracts. USDA education, training, outreach and mentoring programs, such as www.START2FARM.gov will help encourage our Nation’s young, hard-working veterans to be the next generation of America’s farmers and ranchers.

On November 9, 2009, President Obama signed executive Order 13518, Employment of Veterans in the Federal Government; and, as a result USDA created the Veterans Employment Program Office. Through strategic recruiting and effective marketing of USDA to transitioning service members and veterans, USDA increased the percentage of veterans in the total workforce, including permanent and temporary positions, from five percent in fiscal year 2009 to six percent in fiscal 2010 to nearly eight percent in fiscal year 2011. Disabled veterans are a subset of veterans and are a subject of special emphasis in hiring. USDA increased disabled veteran hiring from just over one percent of total persons hired in fiscal year 2009 to nearly two percent in fiscal year 2010 to over two percent in fiscal year 2011.

Additionally, USDA increased its hiring of veterans in the permanent workforce from 17.5 percent in fiscal year 2009 to 20.3 percent in fiscal year 2010 to 23.9 percent in fiscal year 2011. Disabled veteran hiring for permanent positions also increased from nearly six percent in fiscal year 2009 to over seven percent in fiscal year 2010 to over eight percent in fiscal year 2011. According to data from the National Finance Center Report Center, as of February 19, 2012, USDA rate of hire of veterans in the total workforce is 12.8 percent and disabled veterans is just over five percent. The rate of veterans hired in the permanent workforce is 25.6 percent and disabled veterans is 12.2 percent.

USDA continues to make steady progress in hiring veterans in light of the strong competition it faces with career offerings at the Departments of Defense (DoD), Veterans Affairs (VA) and Homeland Security (DHS). According to the Employment of Veterans in the Federal Executive Branch report dated June 2011, DoD, VA and DHS account for 80 percent of the veterans hired in the Federal government in fiscal year 2010. In order to be more effective at hiring veterans, USDA can promote agricultural careers through veterans service organizations such as, the American Legion.
